Objective:

  1. To provide a “walk through” the PSSCOC for Construction Works and explain the pertinent provisions of the PSSCOC;
  2. To highlight the duties & responsibilities of the Superintending Officer (SO) and of the Contractor imposed upon them by the PSSCOC; and
  3. To share some pointers on containing possible disputes.

 

Course Outline:

1. The role, powers, duties & responsibilities of the SO, SO Representative  (SOR) and SOR Assistant;

2. The duties & responsibilities of the Contractor;

3. Examining & suggesting pointers to watch in the pertinent provisions of the PSSCOC including:

 

    Instructions (both oral & written), Work Programme, Possession of Site

 

    Suspension, Extension of Time, Liquidated Damages, Variations

 

    Claim for Loss & Expense,  Indemnities, Insurance

 

    Termination by Employer due to Contractor’s Default & without Contractor’s Default

 

    Assignment & Subcontracting, Payment, Fluctuations

 

    Settlement of Disputes, Governing Law & Notices.

4. Possible disputes  that can arise and suggested pointers to minimize or contain such possible disputes 

 

 

Trainer’s CV:

Mr.Lee Kwok Weng, B.Eng. (Mech.)(S'pore), M.Sc.(Ind.Eng)(NUS), DipBA(NUS), GradDip Mktg.(MIS), LLB(Hons)(Bucks), LLM(Lond), Barrister-at-Law, Advocate & Solicitor (Retired), Supreme Court of Singapore, MMIS, FIES, Honorary Legal Advisor, IES & SISO, a senior lawyer was in continuous private legal practice for almost 29 years running his own law firm before his retirement from legal practice.

 

He is a trained practising Mediator and had been a principal Mediator on the panel of the Singapore Mediation Centre for many years before he stepped down to conduct private mediation. He is also an accredited arbitrator.

 

Mr. Lee is a very experienced lecturer and trainer and a much sought after speaker. He conducts teaching & training for various corporations, organizations and tertiary institutions as well as providing in-house courses for many businesses. Mr. Lee has been for many years an Adjunct Associate Professor at the Faculty of Business Administration, National University of Singapore, teaching in the MBA programme. Mr. Lee was also an Adjunct Lecturer for many years in NTU & BCA Academy.

He specialises in Business Contracts, Negligence, Information Technology and Engineering & Building Laws and is well-versed in the technical field, marketing and management practice too.

 

Mr. Lee brings with him considerable industrial project and business development management experience, having worked more than 12 years as Designer, Engineer, Project Manager in the private & public sectors. Eventually before he switched to the legal profession, he was a Senior Project Manager in a leading Multi-national engineering and construction corporation serving the energy, oil and gas industries onshore and offshore, managing numerous EPC projects.
