The
maintenance of a healthy cash-flow is of
primary importance especially in the building construction industries as it
concerns the survival of contractors, subcontractors, suppliers and even
consultants especially those which are small medium entreprises. This
is so as many contractors, subcontractors, suppliers and consultants do not
possess the economies of scale to withstand delayed payments while paying for
their own subcontractors or suppliers down the line for work done Aware of concerns of cash
flow problems as well as the difficulties in
enforcing timely payments faced by SMEs especially in the building
construction industries, Parliament on 1 April 2005
enacted the Building and Construction Industry Security of Payments Act
(SOPA) The main objective of SOPA is to improve cash-flow by helping
to speed up payment for construction work done or for related goods or services supplied
in the building and construction industry, and for matters connected
therewith SOPA also
attempts to improve cash flow in the building & construction industry and
provide an efficient and low-cost dispute resolution mechanism for payment
disputes This
course will discuss the pertinent sections of SOPA and its related
regulations, the Payment Claim & Payment Response procedure, steps to
making a claim under SOPA, the adjudication
mechanism and enforcement of the Adjudication Decision, impact of the
COVID-19 (Temporary Measures) Act, practical important points to note in
respect of SOPA and FAQs. It is important & beneficial for PEs, Engineers, Consultants, Developers,
Owners of Projects, Technical Professionals, Contractors, Subcontractors and

Mr.Lee Kwok Weng, B.Eng. (Mech.)(S'pore), M.Sc.(Ind.Eng)(NUS), DipBA(NUS), GradDip Mktg.(MIS), LLB(Hons)(Bucks), LLM(Lond), Barrister-at-Law,
Advocate & Solicitor, Supreme Court of Singapore (Retired), Accredited
Arbitrator & Mediator, MMIS, FIES, Honorary Legal Advisor, IES &
SISO, a senior lawyer, was in continuous private legal practice for almost 29
years running his own law firm before his retirement from legal practice. Mr.
Lee is a very experienced lecturer and trainer and a much sought after
speaker. He conducts teaching & training for various corporations, organizations
and tertiary institutions as well as providing in-house courses for many
businesses. Mr. Lee has been for many years an Adjunct Associate Professor at
the Faculty of Business Administration, National University of Singapore,
teaching in the MBA programme, He was also an Adjunct Lecturer for many years
at the Nanyang Technological University and BCA Academy. He still conducts
courses at IES Academy. He
specialises in Business Contracts, Negligence, Information Technology and
Engineering & Building Laws. He is a very experienced lecturer and
trainer and is well-versed in the technical field, marketing and management
practice too. Mr.
Lee brings with him considerable industrial project and business development
management experience, having worked more than 12 years inter alia as a
project engineer with the Singapore Government and senior project manager in
a leading multi-national energy, engineering and construction corporation. |
